System Center 2012 Configuration Manager application policies are evaluated prior to content being transferred, so that it can be determined if it the software is actually needed in the first place. Applications make use of the re-evaluation cycle which is enabled by default for all required deployments. This can cause potential issues if a rigid software distribution process is not followed.
